За інформацією Чернівецької ОДА, 28 січня 2019 року під час проведення щотижневої апаратної наради під головуванням в.о. голови обласної державної адміністрації Михайла Павлюка директор ТОВ «Чернівецька обласна енергопостачальна компанія» Володимир Тимофійчук проінформував керівників структурних підрозділів обласної державної адміністрації, територіальних органів центральних органів виконавчої влади щодо стану впровадження з 1 січня 2019 року в Чернівецькій області роздрібного ринку електричної енергії відповідно до вимог Закону України «Про ринок електричної енергії».
Зокрема, акцентовано увагу на втраті чинності тарифів, диференційованих за періодами часу (для непобутових споживачів), які визначалися згідно з постановою НКРЕ від 20 грудня 2001 року № 1241 «Про тарифи, диференційовані за періодами часу» (постанова НКРЕ від 20 грудня 2001 року № 1241 втратила чинність згідно з постановою НКРЕКП від 23 серпня 2018 року № 894).
Так, в області спостерігається тенденція щодо зростання кількості звернень до місцевих органів виконавчої влади та збільшення соціальної напруги серед непобутових споживачів (особливо бюджетних установ та організацій) у зв’язку з тим, що велика кількість бюджетних установ та організацій використовували електроенергію по «нічному тарифу», при якому вдавалось економити значні фінансові ресурси із бюджетів всіх рівнів. Зазначена ситуація призводить до збільшення фінансового навантаження при розрахунках за спожиту електроенергію із електропостачальниками при тому, що обсяги споживання залишились незмінними.
У зв’язку з цим, з метою економії бюджетних коштів обласна державна адміністрація звернулась до НКРЕКП стосовно відновлення дії тарифів, диференційованих за періодами часу для непобутових споживачів.
