З травня 2021 року всі субсидії будуть виплачуватися громадянам виключно в готівковій формі.
Про це заявив заступник Міністра соціальної політики України Віталій Музиченко в ході брифінгу.
Музиченко зазначив, що зміни в програмі житлових субсидій, які були внесені з 1 травня, пов’язані з необхідністю забезпечення адресного підходу до надання субсидій громадянам відповідно до їх майнового та матеріального стану.
Він зазначив, що дані зміни ґрунтуються на результатах проведення верифікації Міністерством фінансів.
“Зокрема, переглянуто порядок обліку окремих витрат громадян, які одноразово досягають 50 тис.грн і більше. Це, зокрема, купівля робіт, товарів і послуг будь-яких, крім оплати комунальних і медичних послуг, навчання й т. ін. ці витрати не враховуються при призначенні субсидії”, – сказав Музиченко.
За його словами, також передбачено облік інформації про здійснені внески до статутних капіталів організацій, купівлю корпоративних прав, дорогих речей – рухомого та нерухомого майна на суму понад 50 тис. грн одноразово.
“За даними верифікації, є випадки, коли люди, оформивши житлову субсидію, тут же здійснюють покупку валюти на мільйон гривень одномоментно або недешевих транспортних засобів по 500-800 тис.грн”, – підкреслив заступник міністра.
Музиченко зазначив, що наступним критерієм передбачено облік не тільки наявності автомобіля молодше 5 років, а й наявності у конкретного члена домогосподарства двох і більше автомобілів, вік яких менше ніж 15 років.
За словами заступника міністра, принциповим положенням нових правил призначення субсидій є завершення процесу їх монетизації.
“З 2019 року був початий цей процес, і ось в минулому опалювальному періоді житлова субсидія надавалася в грошовій формі, але двома різними механізмами: перша – це готівкові виплати, які у нас отримували майже 95% одержувачів субсидій, і близько 5%, що становить 160 тис. домогосподарств, отримували її у грошовій безготівковій формі шляхом зарахування на рахунок в “Ощадбанку”, а банк вже проводив розрахунки з підприємствами”, – сказав Музиченко.
Він повідомив, що з 1 травня поточного року цей процес завершується, і з травня всі субсидії будуть виплачуватися громадянам виключно в готівковій формі.
“Це дасть можливість громадянам оперативно управляти цими коштами, і після оплати комунальних послуг залишок коштів вони зможуть отримати та розпоряджатися ними відразу в цьому місяці, а не чекати завершення наступного опалювального сезону”, – сказав заступник міністра.
Музиченко підкреслив, що громадяни, які користувалися безготівковою субсидією в минулий опалювальний сезон, до грудня поточного року зможуть отримати відповідні кошти. Зокрема, користувачам, які мають відкриті рахунки в “Ощадбанку”, вже зараз зарахують ці кошти. Тим же, у кого немає рахунків, потрібно буде їх відкрити, і вони зможуть отримати заощаджені протягом минулого опалювального сезону кошти субсидій для їх використання вже на власні потреби.
