У Чернівцях вчора, 12 серпня, провели погоджувальну комісію щодо багатоквартирної житлової забудови, обмеженої вулицями Головною, Залозецького, Криворізькою, залізничною колією, проспектом Незалежності, Ясською.
Конфлікт полягає в тому, що для затвердження такого проєкту попередньо забудовник спільно з мешканцями мав провести громадске слухання на якому мешканці висловили б свою думку. Цікавим є те, що таке слуханння провели, але мешканці про нього дізналися лише після проведення, тобто відстояти своє бачення щодо майбутнього житлового кварталу у них не було змоги. Керівником цього так званого «слухання» була головна архітекторка міста Наталя Хілько, щодо її дій мешканці тепер хочуть написати заяву до прокуратири для проведення службового розслідування, адже це вважається порушенням Закону України.
На початку комісії для улагодження спірних питань, директор департаменту містобудівного комплексу та земельних відносин міської ради Микола Собко зауважив, що для її проведення згідно з ЗУ «Про проведення громадських слухань» необхідна явка 2/3 членів комісії, але такої кількості не зібралось, тому він запропонував перенести обговорення на іншу дату. На це присутні відреагували з великим обуренням і запевнили, що «якщо сьогодні нічого не вирішиться – ми перекриєм вулицю і будемо протестувати».
Як зауважив один з представників громадськості В`ячеслав Обнявко, голова ГО «Чернівецької спілки архітекторів», до нього за правовою допомогою звернулися мешканці району й вони спільно написали звернення до міськради, де пояснили, що забудовник порушує їхні права, адже попередньо не проводились громадські обговорення. Брошур і повідомлень про їх проведення громадяни не бачили, ЗМІ також не повідомляли громадян, тому такі слухання вже можна вважати незаконними. Натомість забудовник це заперечив.
Спераючись на такі дії В‘ячеслав Обнявко зачитав вимоги громадян:
«Ми хочемо, щоб провели законні громадські слухання, але щоб попередньо проінформували громадян, коли це має бути. Ну вже тоді знову потрібно провести комісію»
Під час засідання комісії виникли численні конфлікти між мешканцями району, забудовником та представниками департаменту.
Заступник міського голови Володимир Середюк вислухав позиції обох сторін та запропонував компромісне рішення.
«Конфлікт – це дві сторони і дві думки, потрібно мати повагу і не скандалити. Міська влада приймає позицію громади. Я пропоную продовжити роботу комісії ще на два тижні, надати пропозиції від мешканців щодо включення до складу комісії представників громади та повторно провести громадські обговорення», – запропонував посадовець.
Також він запевнив, що мешканців попередять заздалегіть, коли проводитимуть громадські слухання.
Громада одноголосно підтримала пропозицію Володимира Середюка і на цьому сторони зійшлися.
