У зв’язку з повідомленнями про перші випадки зараження COVID-19 в пенітенціарних установах, голова Моніторингової місії ООН з прав людини в Україні Матільда Богнер закликає Уряд України забезпечити, щоб були вжиті заходи для захисту осіб, які тримаються під вартою. Як пише УНН, про це повідомили у пресслужбі Моніторингової місії ООН з прав людини в Україні.
“Я вельми стурбована тим, що у пенітенціарних установах у Чернівцях та Кропивницькому зафіксовані випадки зараження COVID-19. Існує нагальна потреба посилити заходи, які вживаються, в місцях тримання під вартою, оскільки COVID-19 може швидко поширюватися в установах, де люди перебувають у тісному контакті один з одним”, заявила Богнер.
“Я рада тому, що Уряд України вже вжив відповідні заходи, як-от затвердження в середині березня плану реагування на пандемію для запобігання потраплянню та розповсюдженню COVID-19 у місцях тримання під вартою. Однак мене турбує швидкість реалізації цього плану”, додала вона.
“Я закликаю Міністерство юстиції та Міністерство охорони здоров’я посилити реагування на COVID-19 в пенітенціарній системі Україні, зокрема шляхом вдосконалення скринінгу співробітників та затриманих осіб, які прибувають, а також дотримання соціального дистанціювання, надання дезінфікуючих засобів та застосування інших заходів для того, щоб зупинити поширення вірусу. Я також закликаю донорів допомогти забезпечити пенітенціарні установи засобами захисту”, заявила Богнер.
Заходи щодо зменшення чисельності осіб, позбавлених волі, є ще одним ефективним способом зменшити можливе поширення вірусу, підкреслила Богнер.
“Щодо території, яка не контролюється Урядом, я закликаю самопроголошені “республіки” застосовувати аналогічні заходи в місцях тримання під вартою, які знаходяться під їхнім контролем, та бути прозорими щодо ситуації з COVID-19 та заходів, які вживаються, для пом’якшення наслідків. Я також сподіваюся, що Російська Федерація виконає свої зобов’язання як окупаційна держава в Криму щодо боротьби з розповсюдженням COVID-19, в тому числі в місцях тримання під вартою”, сказала Богнер.
