Співробітники Служби безпеки України викрили керівників структурних підрозділів Чернівецької міської ради та кілька комерційних структур на привласненні бюджетних коштів, призначених на компенсаційні виплати за перевезення пільгових категорій населення у громадському транспорті. Про це повідомляє пресслужба УСБУ в Чернівецькій області.
Оперативники спецслужби встановили, що протиправну схему організували посадовці департаменту житлово-комунального господарства і соціального захисту населення спільно з керівництвом КП «Інфоцентр», місцевим приватним перевізником та фірмами, що спеціалізуються на наданні транспортних й аудиторських послуг.
Протягом 2016-2019 років змовники вносили що звітної документації завідомо неправдиві дані про фактично виконані рейси і кількість громадян, які скористалися пільговим проїздом. У звітах вони відображали показники, що вдвічі перевищували реальні. Таким чином зловмисники привласнили майже 5 мільйонів гривень бюджетних коштів.
Під час обшуків, проведених в офісних приміщеннях фірм-учасниць оборудки та за місцями проживання 5 фігурантів справи, у тому числі керівника одного з відділів міськради, правоохоронці вилучили звітні та фінансово-бухгалтерські документи й інші матеріали, що доводять проведення незаконних оборудок.
У межах кримінального провадження, відкритого за ч. 3 ст. 191 (привласнення, розтрата майна або заволодіння ним шляхом зловживання службовим становищем) Кримінального кодексу України, тривають слідчі дії. Вирішується питання щодо повідомлення фігурантам справи підозр у вчиненні злочину.
Заходи із блокування протиправної схеми проводилися спільно зі слідчими Поліція Чернівецької області під процесуальним керівництвом.
