Українським чиновникам збільшать зарплати за рахунок масових скорочень роздутих штатів держслужбовців, які приносять мало користі суспільству. Передбачається, що завдяки більшим зарплатам у чиновників буде менше потягу до корупції.
“Це відома проблема: в нас є багато чиновників, які отримують низьку зарплату. Але через те, що їх багато, загальний фонд оплати праці все одно дуже великий. І через те, що в них низька зарплата, на жаль, у них є мотивація до корупції”, – розповів в інтерв’ю 24 каналу міністр Кабінету міністрів Дмитро Дубілет.
Він уточнив, що у планах – скорочувати кількість чиновників, а за рахунок цього тим, що залишаться, платити більше.
“І знову ж таки у планах – впроваджувати цифрові технології, якісь запобіжники, щоб у них не було навіть можливості брати участь у якихось корупційних діях. В тому числі, якщо в них буде вища зарплата, них буде менша мотивація (до корупції),” – додав міністр.
Розміри зарплат чиновників і зміни в системі нарахування
Щодо розмірів збільшених зарплат, то наразі неможливо сказати точні суми, адже все залежатиме від кожного окремого державного органу, пояснив Дубілет.
На сьогодні українські чиновники отримують виплати за робочу ставку, а також премії і надбавки, які іноді можуть у десятки разів перевищувати розмір ставки. Така система залишилася ще з радянських часів, констатував міністр. Чи змінять таку систему – непросте питання.
Дубілет зізнався, що йому завдяки Monobank пощастило і він не так прискіпливо дивиться на те, яка в нього зарплата. Проте в посадовця є багато колег-міністрів та їхніх заступників, яким важливо те, яка в них зарплата. Адже ці міністри могли працювати в комерційному секторі та отримувати досить великі зарплати. Але ці люди зараз працюють у Кабміні і отримують зарплату, яка набагато-набагато нижча, ніж ринкова.
“У нас постійно виникають обговорення, чи можна врешті-решт спробувати запропонувати міністрам, заступникам, людям на високих посадах якщо не ринкову зарплату, то принаймні зарплату, яка не у 5 чи 10 разів нижча, ніж ринкова. Це непросте питання, тому що ми не впевнені, наскільки суспільство до цього готове,” – розповів міністр Кабміну.
Він додав, що з суспільством проводитимуть дискусії з цього приводу. Адже, на думку Дубілета, якщо міністри не отримуватимуть гідну зарплату, “то вони або підуть, або скотяться до якоїсь корупції”.
