Верховна Рада у другому читанні підтримала проєкт закону №1035-2 . Відповідно до документу, якщо парламентар без поважної причини пропускатиме пленарні засідання, його позбавлятимуть права на депутатські виплати.
За проголосували 265 народних депутатів, утримались – 25 депутатів, не голосували 92 нардепи, пише 24 канал.
Як голосували фракції:
- “Слуга народу” – 229 “за”, 1 – утримався та 4 не голосували
- “Опозиційна платформа – за життя” – 6 “за”, 5 утримались та 27 не голосували
- “Європейська солідарність” – 26 не голосували
- “Батьківщина” – 1 “за”, 10 утримались, 3 не голосували
- “За майбутнє” – 4 “за”, 3 утримались, 16 не голосували
- “Голос” – 15 “за”, 3 не голосували
- Позафракційні – 10 “за”, 6 утримались, 13 не голосували
Відповідно до законопроєкту №1035-2, депутату не відшкодовуються витрати за календарний місяць на здійснення депутатських повноважень, якщо він упродовж цього місяця без поважних причин не бере участі:
– у більш ніж 30% пленарних засідань Ради;
– у більш ніж 50% засідань комітету, до складу якого він входить.
Депутатські виплати на здійснення депутатських повноваженьскладають близько 30 тисяч гривень на місяць.
Розпорядження про припинення виплат підписує спікер парламенту за рішенням регламентного комітету. А рішення про прогули ухвалюватимуть на підставі даних реєстрації за допомогою електронної системи підрахунку голосів (картки) та даних з обліку робочого часу народних депутатів. Усю цю інформацію надаватиме Апарат ВР.
Якою ситуація є наразі та що зміниться
Зараз для реєстрації народного депутата через електронну систему достатньо, щоб його картка перебувала у слоті. Однак після ухвалення закону про прогули, окрім вставленої карти, народному депутату для реєстрації доведеться натиснути ще кнопку “ЗА”.
Крім того, нардепам нараховуватимуть виплати, якщо вони на пленарні засідання реєструються лише за допомогою електронної системи. Раніше ж участь у пленарному засіданні слід було підтверджувати письмово.
