Ситуація у Чернівцях із газом досить давно залишається нестабільною. Постійне відключення від газу багатоповерхових будинків, терор зі сторони «Чернівцігаз» та монополія на ринку газу.
Про це та більше журналісти «Чернівці.online» поспілкувалися із Яною Брус, громадською активісткою,головою ОСББ.
Яна вже продовж тривалого часу відстоює права споживачів газу та намагається покращити ситуацію із місцевими постачальниками.
Розкажіть, будь ласка, якою все ж таки є ситуація із газом у Чернівцях?
Ситуація із газом у місті є досить дивною і незрозумілою. Наприклад, по вулиці Будівельників вже вчетверте за місяць частково відключають газопостачання у будинках . Без жодних попереджень мешканців та голів ОСББ служба АТ «Чернівцігазу» відключає вертикалі від першого до восьмого поверху під приводом аварійного витоку. Без жодних скарг чи викликів. Як згодом з’ясовується, відключення відбуваються через одного боржника в будинку, який на момент цього знаходиться за кордоном і тривалий час не поживає в квартирі. Фактично чоловік і не є боржником, просто своєчасно не подає показники лічильника.
Чи змінює ситуацію наявність індивідуальних договорів з АТ «Чернівцігаз»?
У тому й справа, що навіть при наявності індивідуальних договорів з кожною квартирою АТ «Чернівцігаз», порушуючи умови власного договору, відключає газопостачання всім мешканцям і вимагає присутності власників всіх квартир на момент підключення. Люди більше тижня відключені від газу при відсутності боргів. Чернівчани з острахом чекають опалювального сезону через свавілля монопольного підприємства, яке задля заключення додаткових договорів з обслуговування внутрішньобудинкових мереж залишатиме цілі будинки без газопостачання.
Ви згадали за монопольне підприємство. Невже у Чернівцях також присутня монополія на ринку газу?
Звісно, оскільки держава повністю передала транспортування газу монопольному приватному підприємству, то воно самостійно диктує умови всім споживачам. Проте, через те, що внесли зміни в закон про ЖКГ стосовно обслуговування внутрішньобудинкових газових мереж, необхідно створити державне ліцензоване конкурентноспроможне підприємство з обслуговування.
Як допомагає ОСББ вирішувати ситуацію із газом? І чи допомагає взагалі?
Хвиля газових відключень, які розпочались в 2019 році і тягне за собою підписання договорів між ОСББ та АТ «Чернівцігазом» про обслуговування внутрішньобудинкових газових мереж спонукає до об`єднання. Є багато питань щодо тарифів, щодо саме цієї обслуговуючої організації, відсутності актів розмежування та інших неврегульованих питань, які потягнуть потім додаткові витрати. Або непередбачувані ситуації та додаткову відповідальність голів ОСББ та співласників.
Ви неодноразово говорили, що варто було б створити робочу групу по газу. Як це вплинуло б на вирішення питання?
Ми піднімали низку актуальних та конструктивних питань у напрямку вирішеня проблеми обслуговування газових мереж. І насправді їх варто було розділяти та, на мою думку, варто було б створити окрему робочу групу по доцільності створення державного комунального підприємства з обслуговування газових мереж, яке може створити конкуренцію монрполісту. А також провести моніторинг та інвентаризацію газових мереж, які належать територіальній громаді міста та не платити жодної орендної чи іншої плати за її використання. Гадаю, що вартість використання мереж громади значно здешевшить обслуговування самих мереж комунальним підприємством .
У міській раді все ж такии створили робочу групу, куди входять голови ОСББ, активісти та депутати. Чи сприяє кращому вирішенню проблем із газом таке об‘єднання?
Кожна ділова зустріч робочої групи породжує нові додаткові питання, які підводять до однієї логічної кінцевої мети: кожен монополіст хоче отримати дохід за надання кінцевому споживачу кінцевої послуги, при цьому споживач зобов’язаний оплачувати додатково обслуговування мереж, якими ця послуга надається. Більше того, після підписання акту розмежування ми маємо всі шанси отримати на кінцевій точці відповідальності – лічильник, загально будинковий, а це ще додаткові витрати.
Декілька днів тому у місті відчувався запах газу. Усі панічно писали пости у Facebook та намагались зрозуміти, що сталось. Як Ви вважаєте це має якесь відношення до проблем із постачанням газу у місті?
Знаєте, страх — внутрішній стан, що обумовлений загрозою реального або передчуваного лиха. А АТ «Чернівцівгаз» застосував спробу навіяти страх. Все місто відчуло різкий запах газу, панічні дзвінки на 104, яка не відповідає… весь фейсбук у постах про запах газу, а чернівчани почали гуртуватися під під’їздами та готові були заключати будь-які договори за будь-які гроші, аби убезбпечити своє житло і свою родину! Натомість пізно ввечорі АТ «Чернівцігаз» офіційно інформував, що трошки більше ВИПАДКОВО додали одоранту, і тому запах різкий та неприємний. Але варто звернути увагу на обслуговування внутрішньобудинкових газових мереж.
Це був хороший хід, але цинічний, і результату не принесе. Бо поки не підписані договори відповідальність нестиме АТ «Чернівцігаз», який до цього мав обслуговувати ці мережі, бо обслуговування було закладене у вартість газу для споживачів. У цій країні час починати дотримуватись закону.
