30 червня закінчився прийом заявок до четвертого раунду відбору учасників Фази Впровадження напряму з покращення якості надання адміністративних послуг для населення Програми «U-LEAD з Європою». Від громад Чернівецької області було подали 10 заявок:
- Красноїльська,
- Селятинська,
- Новоселицька,
- Рукшинська,
- Хотинська,
- Неполоковецька,
- Сокирянська,
- Ставчанська,
- Чагорська об’єднані громади
- село Топорівці.
Чернівецький Центр розвитку місцевого самоврядування в особі Віктора Лащака, радника з муніципальних послуг, постійно супроводжував й консультував громади при підготовці до подачі заявок.
Даний четвертий раунд програми є останнім. Програма «U-LEAD з Європою» підтримує як фізичне, так й інституційне створення ЦНАПів. Фізична підтримка полягає в забезпеченні комфортним приміщенням, меблями, комп’ютерним обладнанням, в той час як інституційна допомога полягає навчанні та готовності Центру до добросовісного ставлення персоналу до своєї справи. Умовно період допомоги було названо Початковою фазою та Фазою Впровадження яка передбачає 4 раунди. В Початковій фазі було обрано 26 об’єднаних територіальних громад в яких було випробувано різні операційні моделі до надання послуг – у великих громадах, у маленьких громадах, у мобільному форматі та на віддалених робочих місцях.
Під час реалізації Початкової фази було розроблено та випробувано пакет підтримки з керівними принципами створення ЦНАП. Випробувані моделі та підходи до надання адміністративних послуг стали основою для наступного етапу – так званої Фази Впровадження, яка передбачає підтримку створення та модернізації до 600 ЦНАПів по території всієї країни. Ці громади отримають обладнання та меблі на безоплатній основі для облаштування Центрів надання адміністративних послуг, а персонал ЦНАПу пройде навчання, яке складається з 5 модулів. Завдяки цьому навчанню працівники підвищать свої професійні навики та уміння спілкуватись з клієнтами. Також ЦНАПи зможуть підключити систему «Вулик» за власним бажанням і користуватися нею безкоштовно впродовж усього періоду реалізації Проекту до 2020 року. Інформаційна система «Вулик» підвищить доступність та якість адміністративних послуг, що надаються ЦНАПами, забезпечить надійне зберігання й захист інформації.
